The Bombala has several policies such as Dress Regulations, Responsible Service of Alcohol, Responsible Conduct of Gaming and Ejecting Patrons that apply to members and their guests. Please find a copy of these policies below:
- Hats/beanies, including bandana’s
(ladies are allowed to wear hats when worn as a
fashion item, not caps etc)
- Singlets worn by men
- Swimmers
- Barefeet
Thongs are allowed at all times in the Bombala RSL Club
After 8.00 pm the following is not allowed -
- Dirty work clothes
4. Patrons not complying with the Dress Code:
- Politely ask the patron if they would mind removing the hat,
putting on a shirt etc whilst in the Club
- Point out the Dress Regulations poster behind the bar
- Thank the patron for their consideration
5. If a customer refuses to comply with the Dress Code:
- Politely tell them that unless they wish to comply with the
dress regulations that they will have to leave the Club
- Refer to and follow the Ejecting Patron’s Policy
- The Club recognises that it is against the law to serve
any person to intoxication.
- The Club recognises that it is against the law to serve
or supply alcohol to any person under the age of 18.
- The Club recognises that it is against the law to allow
intoxicated, disruptive or violent behaviour to occur on
the premises.
- The Club seeks to ensure that no harm comes to
patrons as a result of our service of alcohol.
- The following Policies and Procedures have been
adopted to ensure the responsible service of Alcohol.
- A range of drinks are offered on these premises, these
include a range of non-alcoholic beverages.
- The Club will not serve more than on nip (30ml) of
spirits per glass.
- The Club does not serve shots. Patrons wishing to purchase drinks like scotch on the rocks etc will be at the DM’s discretion. The only time this will vary is if there is a specific function where “cocktails” are being served.
- The Club discourages excessive drinking “shots”.
Straight drinks of spirits/liquors will be served at the
managers/supervisors discretion and must be
consumed whilst at the bar.
- Iced water is provided on a complimentary basis on
request.
- The Club seeks to create an environment that
discourages drunken, disruptive or violent behaviour.
- The Club does not seek to encourage rapid or
excessive consumption of alcohol through pricing.
- Low alcohol beers and non-alcoholic beverages are
stocked and promoted.
- Staff have been acquainted with this House Policy and
training to implement it.
- If a staff member feels that a patron has become
intoxicated they will be asked to leave ... ... It’s the
LAW.
- If such patrons fail to leave the Police will be called and
patrons may be fined.
- The Duty Manager will determine whether or not
service should be refused.
- If service is refused the Duty Manager will politely
explain to the patron(s) that the Club cannot legally
serve alcohol to the point of intoxication.
To serve patrons in a responsible, friendly and professional manner and in doing so enforce the strategies of Responsible Service of Alcohol by:
1. Disruptive, Violent or Intoxicated Behaviour
- This Club does not allow intoxicated persons to enter
Club premises.
- If a staff member becomes aware that a patron’s
behaviour is becoming disruptive or violent they will
notify the Duty Manager.
- If the behaviour is not reduced the Duty Manager will
ask the patron(s) to leave Club premises
- If the patron(s) refuse to leave or are difficult the Police
will be called to remove the patron(s).
- Complying with the Ejecting Patrons Procedure and
Policy
2. Implementing, monitoring and modifying on an ongoing basis, the Clubs Policy.
3. Preventing under age drinking by insisting on PROOF OF AGE
Be alert and proactive
If a staff member believes that a patron who is ordering or being supplied alcohol, is under 18 years of age, they will politely request proof of age:
- Three documents can be accepted:
Passport
Photo Drivers' License
Proof of Age Card
- These documents must be current and include the
patron’s photograph, their date of birth and their
signature.
Check Proof of Age
- When you accept a document, do the following simple
checks:
Check the photo - does it match the person?
Check the birth date - does it prove the person is eighteen (18) or older, or has it been altered in some way?
Check the surface of the document - does it have a hologram or other unaltered protective surfaces?
Suspected False ID:
- If you suspect that the ID is false or has been
tampered with request that the Duty Manager
inspects the ID and call the police, retain the ID in
question for the police and ask the patron in question
to stay until police arrive
- Record in the incident book
If the person is underage:
- If the person is less than 18 years of age or refused to
produce identification, staff will refuse service and
request the Duty Manager to ask person to leave the
Club premises, which then must be recorded in the
incident book
If in doubt - refuse liquor service
- An on-the-spot fine of $550.00 applies to any person
who sells or supplies liquor to a minor (or a maximum
penalty of $5500.00 or $11000.00 and/or twelve (12)
months in prison if the matter goes to court).
- Minors can be admitted to certain unrestricted areas of
the Bombala RSL Club Ltd when they are
accompanied by a responsible adult, who is defined
as:
- Signs of intoxication
-If the person is slurring or making mistakes in
speech.
-A notable change in behaviour (especially
towards anti-social or inappropriate behaviour).
-Clumsiness, knocking things over (like a drink)
or fumbling with change.
-A significant loss of co-ordination (usually
swaggering or swaying).
-A degree of confusion, a lack of understanding
or ability to hear and difficulty in responding.
-Physical signs include vomiting, violence and
abusive languages.
-Asleep
6. Managing intoxicated, anti-social or disruptive patrons.
- If service of alcohol is refused to members or guests
the staff members refusing service will emphasise
that the individual’s patronage is greatly valued. The
staff member will then inform the member or guest
that further service of alcohol is illegal and could
jeopardise the Club’s Liquor Licence.
7. Ejected Patrons
- The patron is required by law to move more than 50
metres away from the Club premised.
- The patron cannot return to our venue for at least 24
hours.
- The patron is not permitted to return to the vicinity
within 6 hours.
8. Supporting safe transport options.
- Staff members will seek to discourage persons who
appear to have a blood alcohol concentration higher
than the legal limit from driving
- Offer to take the patron home on the Club Courtesy
Bus when available
9. Abiding by various Government Acts, which control the sale and service of Alcohol.
Our principle focus is to ensure that our guests enjoy a comfortable, friendly, trouble free environment.
- All Staff are RCG trained
- Staff are not permitted to Gamble whilst on duty, this
includes Poker Machines, TAB and Keno.
- Staff are not permitted to gamble in Uniform
- We do not give credit.
- We promote Patron Self-Exclusion Scheme.
- Provision of Problem gambling Counselling Services.
- We do not offer inducements to gamble.
- All prize wins on a gaming machine over $2,000 are
paid by crossed cheque within forty eight hours of the
win ( If a player request the cheque can be made for a
larger amount, or for the full value of the prize ).
- Player information brochures are available at all times.
- Clocks are located in the Gaming Area.
PROCEDURE
The Club aspires to achieve a harm minimisation objective with regard to Responsible Conduct of Gambling by:
1. Providing gambling services and practices that adhere to the specific guidelines as set out in the legislation.
2. Not providing free alcohol or offering free credits to anyone playing a gaming machine.
3. Providing a pleasant and safe gambling environment.
4. Providing a self exclusion program to assist patrons whom may have a gambling problem.
- If a Patron approaches a staff member regarding self
exclusion, you cannot ignore the Patron as you have a
legal obligation to act on the request. This is a very big
step taken by the Patron to not only admit that there is
a problem, but to also seek information or even
exclusion from the Hotel.
- Staff are to act professionally at all times and to
immediately request assistance from the Office
Manager or the Secretary Manager.
- If a Patron has asked for help, the procedure must be
kept confidential.
5. Introducing procedure for handling personal information in a strictly confidential manner.
- All gaming bets and wins are to be kept strictly
confidential
- Any patron approaching staff about self exclusion is to
be passed onto the Secretary Manager and kept
strictly confidential
6. Cashing of Cheques
- Cheques are only cashed for current financial
members of the Club.
- Cheque cashing limit of $400.
- Limit of one cheque per member/per day can be
cashed.
- The Club does not cash 3rd Party Cheques(ie: the
cheque must belong to the person cashing it)
- The Club only cashes Cheques made payable to the
“Bombala RSL Club Ltd”
- We will not cash a cheque for a person who has had a
cheque dishonoured, unless outstanding amount has
been paid to the venue.
- Cheques may not be cashed for members who are
under suspension from the club
- All cashed cheques are to be entered into the ‘cheque
cashing register’ located in the main bar
7. Minors
- Minors are not permitted to gamble.
- Minors are not permitted in the Gaming Area
- Minors can be admitted to certain unrestricted areas of
the Bombala RSL Club Ltd when they are
accompanied by a responsible adult, who is defined
as:
- Pamphlets and cards must always be available in the
gaming areas for the patrons about counselling
services

ClubSAFE!
ClubSAFE is the club industry's Responsible Conduct of Gambling Program. ClubSAFE, which was initially developed by ClubsNSW with significant input from the Australian Institute for Gambling Research, is a comprehensive package designed to help registered clubs manage responsible gambling operations that meet legislative requirements and community expectations
The Club wishes to maintain a safe, friendly and trouble free environment and although gaming machines are here for the patrons’ enjoyment, we do offer a number of other facilities and activities for the comfort of our patrons.
To establish clear procedures for ejecting intoxicated, abusive, suspended or otherwise patrons from the Club.
1. Ask patron to leave
- The Duty Manager will advise the patron they are
to leave the premises and why.
2. Advise police will be called
- Should they refuse, advise the patron the police will be
called and a ‘fail to quit’ fine could be issued.
3.Call Police
- Should they still refuse, Call Police and leave the
patron alone. Police will handle the situation upon their
arrival.
4.If police do not arrive
- If police do not arrive (out of area or not on duty), leave
the patron alone. This is for safety of all staff and
patrons. Duty Manager will advise Secretary Manager
the next morning in person. Secretary Manager will
then inform board of directors and the police of the
situation that occurred.
5. No service given
- At no stage is the patron to be served in any way.
Should other patrons purchase on behalf or shout the
patron, refuse that patron and advise them to leave the
premises. Follow steps as above.
6. Record in incident book
- Record all details in incident book with date, time and
your signature.
